Honestly since Local SEO is usually much less competitive, I would suggest just doing Manual SEO or hire someone to do Manual SEO. More than likely you'll still rank for your targeted keyword(s) but you also don't have to worry about receiving a penalty. This is just my opinion though you can use any method that you see it.

I agree with the posts above. If it isn't enough, you can use the same tools as you do for "regular" SEO.

Offline SEO is not that complicated so you can do it manually. If you don't know how or you're not really good at it, it's better that you outsource. It will save you time and money and you can see results faster. Your online SEO tools will also help. As mentioned, it's not that complex and don't need much work compared to online SEO.
