There is a lot of difference between both of the tools, Scrapebox does more than 10000 other things rather than just link building. While GSA is for multiple types of link building only.

Yes, they are still working for tier link building. But the impact is not so great as it was used to be a few years ago.
Also Big G has started to mess up with authentic bloggers too, they write 5 genuine and informational blog posts and 1 affiliate blog post reviewing a software/service and BOOM. Big G comes out with the hammer to teach them a lesson not to pursue SEO, instead use Adwords to fill their pockets.
