Any opinions on what the best social bookmarking tool is which is working at the moment?

Senukex provides good social bookmarking sites. They change sites time to time :)
 
For a cheaper alternative, check out Bookmarking Demon.
 
Ya Bookmarking Demon is the best one in my opinion always hear about it.
 
BMD is one of the best IMO...

It takes a little time to get to grips with it, but it's the most effective. It has more dir's than SENukeX and you can load it with PLIGG and others etc.
 
BMD is very good but i found it to be a bit compicated to use. It also uses a LOT of captcha's
