Based on my experience since i have a stand alone panel myself, if you're not a coder it is going to be costly.
You need to hire a coder which cost $250-$1000 per feature that will be added on the panel.
You need a VPS and emailer for your ticketing.
You need a support team which cost $$200-$500/month.
