Best Site Structure For Service As Business

Hi All

If creating a website for a SAB local seo business/website - what would be the best structure?

Lets say its a cleaning company and say their seed keyword is 'cleaning company' but they offer sub services

Homepage
domain.com - optimise for cleaners+town that they have their office in
Include info to all sub services and links to individual pages
Include links to all towns the cover

Services

domain.com/carpet-cleaning
domain.com/house-cleaning
domain.com/commercial-cleaning
OR
domain.com/services/carpet-cleaning (this seems redundant to me and I feel domain.com/carpet-cleaning would be better)

Info about each service, customer testimonials, links to specific location pages
"We offer carpet cleaning in the following areas" then links using the exact match anchor to each location page?

Locations

domain.com/cleaning-company-town1
domain.com/cleaning-company-town2
OR
domain.com/locations/cleaning-company-town1 (this seems redundant to me, and just having domain.com/cleaning-company-town1 seems better)

Unique content about general cleaning in that town
Link to all the service pages from here

What would the best setup be?
 
have a look at your competitors to see how they do it.

Personally, I'd go with with a Services page that would list all of the services that I offer as big thumbnails / images and a short caption of the service underneath the image and when people click on one of those images they'd be taken to another page that would explain in detail everything about the corresponding service (locations served, prices, materials used, duration of job, schedules and appointments, etc.) ... So, yes, there would be no "locations" page in my site's structure, but I never owned a SAB site, so I don't know. I still think you should get inspiration from your competitors :)

Here is what i've seen one of my competitors doing and they are performing well doing it. I've replicated this method and I also got very satisfying results.

Here we go.

1. Homepage optimized for company name and main keyword only without any city or town.

Homepage links in content to all cities served.

Example : Cleaning company(Homepage) links to Cleaning company New York, Cleaning Company Chicago, Cleaning company dallas...

Url structure : http://www.bhwcleaningpros.com/cleaning-company-city

Homepage does not link to services pages.

Links to services are found in the main menu and I understand why, because the MAIN TARGET KEYWORDS are ''cleaning company + city'' FIRST, then only after that, the services.

If your case is different, think about which keyword is your MAIN TARGET then act accordingly concerning the links on the homepage.

2. None of services pages in the main menu is location targeted, they are just optimized for the service keyword without city.

Url structure : http://www.bhwcleaningpros.com/service-name

All these services pages link to innerpages targeting the same services but optimized for locations

Example : Carpet cleaning page links to carpet cleaning New York, Carpet cleaning Chicago and Carpet Cleaning Dallas

Url structure : http://www.bhwcleaningpros.com/carpet-cleaning-city

3. All location pages linked from the homepage are also linked from the main menu and the footer.

Every location page links to its services pages. Like an independent website on its own.

Example : Cleaning company new York links to carpet cleaning New York from the content.

Url structure : http://www.bhwcleaningpros.com/cleaning-company-new-york

http://www.bhwcleaningpros.com/carpet-cleaning-new-york

Keeping the Urls short and sweet, relevant for each service and the City served.

You'll notice that all urls are flats, meaning no parent-child structure like home/service/city or anything like that.

And from what I've been seeing so far, it works like a charm for them and also for me when i replicated this method.
