if You are looking for w0rdpress themes, there are sh1tloads on w0rdpress.erg/extend

for j00mla, you could check out joomla24.c0m

I have found some nice themes on themebase.c0m in the past too...

else you could have a look at torrent sites, I have found many free bundle packs
in the past.

This is where i find most all of my themes. If it is going to be for a site that could potentially make you some cash... I think the small $20 investment in a nice starting template is well worth it..
OR...
Find one you like then go find a torrent file for it...

I've actually found a few good (and free) css templates searching the downloads section here. Specifically, I've found some from templatemonster that were decent. You could also try going to templatemonster, find a css template you like, then search the torrent sites for its id #.
