Best Service or Platform To Create a Community / Forum?

in the last past weeks i looked at a lot of forum software and plugins and the best 2 forums software you can choose from are
vbulletin (same as black hat world)
ips forum
when looking at the layout i personaly prefeur ips forum but have no experinse with either one. atleast not in managing
