Best SEO tools on a budget

I would advise to buy Ahrefs if we are talking about your list. One of the main instruments in my work now is SEMrush. That is another advise. I don`t remember how much does it cost anyway, but you should check it.
 
get gsa.. and use seoprofiler.com instead of ahrefs ;)
 
I would tell you SEMRush for KW tracking but started using accuranker.com and it is a nice experience so far. Simple, user friendly and one of the best if not the best KW tracking tools I saw so far. That's why I decided to promote them and will probably make a review soon
 
I'd say Scrapebox is a must. Also consider a shared Ahrefs sub.
 
Scrapebox became mandatory to me ever since I got it; awesome tool for competition research and a lot of other stuff. I also use the premium plugin for kW tracking, it's pretty basic but it does the job (plus I think it's only like 15$ if I remember right) I'm now strongly considering getting GSA as well

I would strongly encourage Majestic SEO, Ahrefs and Backlink Watcher. These are popular tools and may be able to help you in many ways due to the strong presence. Again, it is possible to mix a little help with black hat but of course, I won't reckon such activities unless its tier 2 and below.

STart with the free tools of the BH tools section and downloads section of this forum and buy more wehn you've actually made some profit.
 
GSA and cheap content, that's pretty much all you need.
You will surely be able to bank a bit with a BH campaign and move on to the next investment.
 
Scrapebox with the BHW Discount is the first thing you need! I think it's 57 bucks for a lifetime license and worth every penny.. for tracking your rankings I'm currently trying raven tools (happy so far).

And honestly, the way Google is beating all the Black Hat methods with a stick atm, I'd stick to manual stuff for your first steps back into the game! Brush up your writing skills and get those articles flowwing :)
 
Another vote for Scrapebox if you are getting a one-stop tool, GSA and NHS for ranking (GSA is more through, NHS is more simple) among paid tools.

For free tools, go with the free versions of Majestic, Travis, BH tools and download shares on this site, and free online scripts.
 
You can't forget to calculate the VPS, proxies and all of that for GSA in your budget too
 
Thanks everyone. I am pretty good at content and I use Dragon to dictate my articles and posts and can easily produce 2 x 500 word articles in less than half an hour but it is making sure that I choose the right tools - made the mistake in the past of buying too many tools/services and not utilising them.
Surprised at SEM rush as it looks like they have added a lot more functionality compared to 6/7 years ago.
 
All you need is three tools at the start:

1. VPS and Private Proxies approx. 10
2. GSA SER, Captcha Breaker and SEO Link Indexer
3. SEO Spyglass
