The point here is to pick PBN domains with a really clean and powerful backlink profile , that way you don't have to worry about them anymore , if it were to even do backlinking to the pbns I would have started with fresh domains ,

So the thing is that yeah you can add that to add some extra juice and stuff but myself I pick powerful pbn domains so I won't have to deal with them anymore but paying the domain renewal fees and the hosting , if you however still want to build a tier 1 go ahead with manually created web 2.0s , blog posts and so , hope that helps

Its a good place to start and you can either do this by hand, outsource this or how I prefer to do it. Either find someone of high quality to outsource the content (unique and hand written and on authority web 2.0s) and web 2.0 creation to or do this part yourself to make sure its done right and then use any number of tools out there to throw some links to your web 2.0s (but also add a couple more authority web 2.0s and other good links to them, not just all lower quality automated links).

That's how I prefer to do my tier 1s, basically hand done for high quality content on high quality/authority sites for the actual tier 1 web 2.0 and for a couple of more good web 2.0s pointing to it and then whatever tool you have access to or even cheap service to build a bunch more lower quality diverse links pointing to that web 2.0.
