Best SEO Techniques for Directory Website

Hey,

I have a directory website which is around 2 years old now. It gets some traffic (50 - 100 page views per day) but I want to increase that. It has around 25k pages but only 8k of them are indexed. I recently revamped the site and worked on its internal linking structure + updated the sitemap as there were some errors but GSC doesn't seem to have taken notice.

Questions:

1) What's a white hat method of getting all of the pages indexed?
2) What type of links could I buy to boost the SERP rankings of the pages
3) Any other methods for gaining rankings on a directory site?

1) google API is the only "white hat" method that I know of, but I think that it's limited to 200 requests per day
2) I mean, the same links that work for all niches and sites should also work for directories, but links from local / national online magazines or newspapers would probably also work well
3) I've not seen directories ranking in google in over a decade, so I'm not sure you can rank it at all. Actually, I think that the best type of rankings you could get for such a site would be local rankings, so you probably need to get citations to rank locally

Thanks for your reply. I might just go for the API as I have used it before but I am cautious of it.

It is all about brand awareness when it comes to projects like directories. Because there is too much outgoing link juice.
