Best seo strategy for my website

Please help me determine the seo strategy for my website, where should I move next to increase my position in search. Some information about my website:
Domain age: 24 years
Website age: 7 years
DA/PA: 22/31
SS: 28%
My current positions are mostly in 30-11 places. The site covers thousands of keywords with an average of 300-3000 monthly queries. 99% of these keywords have a Keyword Difficulty of 0 (easy to rank).

My top competitor's site which ranks first is with DA/PA 52/55, but the site is poorly user-friendly and without any rich data markup and such, the content is very poor in terms of seo, but useful for visitors. Of course, it is old and well known to visitors.

What strategy should I take to catch up with the competition and take positions 1-10?

What I already tried to do:
I have tried to provide more detailed and useful content than the competitor. It really worked, but the results were seen after 6-12 months.
I have also bought some links but with thousands of keywords buying links is complicated.

Then we begin with ranking for the "most potent" group.

There are a lot of strategies to ranking coveted anchors, and off hand I cannot tell you which one would be most effective but I hope you get the picture.

Best SEO strategy? NO SEO at all. Because it won't make any f***ing difference.
