If the Keyword is low competitive, HQ content and some Quality links give ranking easily.
 
In 2016 dont go for 1000 back-links. Just use white hat method. First you need to make good brand of your website and always update your website with fresh content. Try to get attention of other blogger, as if you have good content they will come to your blog again and again, means they are giving good trust to your website in the eye of google. And also try to make less number of back links from high DA PA sites.

What exactly have you done so far to try to rank your webpages?
How old is the domain? How many days has it been since your linkbuilding campaign started?
 
Update your website content, meta description and web page title with low competitive keywords. Check your website for on page SEO. Check for loading speed and user interface.

This idea is good. Make sure to do tier 2 back links to your blog network. Also, it's good to actually promote them with 3rd tier links as well. You want to make sure you're getting the links on a network that can build for you. Like, personally I've seen some people have success with their SEO by having basically a web 2.0 blog network. Where they just repost their original blog and also add blog content to those blogs.
