Up to $100, expectations would just be what would help rank the highest. I am lost with so many posts/arguments/conspiracies about what is needed to help rank. I would rather spend the money on a proven service and not worry about it.

$100.00 won't get you anything very aggressive but it could be beneficial as part of your overall SEO efforts.
As to best, that is not quantifiable so your question cannot be answered as it is asked.

If you know what you need to get what you want - you know what packages will work for you, if you don't, you may want to gather some information first. There is no best or worst package.

You must define your goal, timeline and budget. then you can choose a specialist.
From my experience I would follow metrics of links as a guide. Trust Flow, Citation Flow and Domain Authority etc - also ensure your content is suitable. For your budget however I’m not sure if high metrics are possible but you can ask
