The very best method to rank your sites would be pure outreach and typical whitehat SEO, but it takes lot of your efforts and mostly such campaigns are expensive unless you do it on your own. The second best, IMHO would be own PBNs, though they come with certain risks.
How do we get PBN's made for like a website that shares videos?

A perfect on page seo with good length of content. For back linking use tool like Ranker x, Money robot, FCS and for lower tiers GSA SER, Scrapebox etc..Do the work regular.
