Definitely not the first to say this, but depending on the size of the PBN, I would go with various $1 hosts.

I tend to avoid sticking all of 'em under one roof (so to speak), even if they offer different IPs. I spread 'em around various cheap ($1-$3 per mth) hosts, in different countries.

Don't host at Seo Hots, as other mentioned here post at several hosts (choose the cheapest)
If you host at Seo Host, C Class will be the same, for example 182.168.1.1 / 191.168.1.1, no one can give you totally different IPs if you will host a lot of sites (maybe they can provide you 2 or 3 different C Class IPs, but not more than that) as every Dedicated Server comes with fixed number of different C Class IPs.
The highest number I saw of Different C Class IPs for a Dedicated Server was 5 IPs.
