Just wanted to ask, What's the best score for On-Page SEO? Because I did the SEO for a Client but to my greatest surprise the Site has very poor Organic traffic.

Something above 80% is good.
Increase the page speed to above 90%.

Score ? What type of score? On page is complete manual process. So you have to look into page score on Google and maintain more than 80+

You're doing seo for a client and the very poor traffic you think is based on just onpage seo?

are you referring any webmaster tool. generally try to tick all boxes in google webmaster anlaysis.
