The best? Making your own.

Cant do that or not wanting to do that? Then go find smaller suppliers. Stay away from the most advertising ones. They are mostly overused. Keep in mind that expensive is not always better!

The virgin ones for sure, I saw a thread today about how to make your own proxy server using a linux VPS and some private IPs (11 proxies) for about $20 a month.
