You need to configure your dongles correctly and then you will have all subnets and ips same as mobile devices. With switching between params you can even access business subnets that gets assigned to business clients only.
And about fingerprints - nowadays most of providers know how to change fingerprints on dongles so thats that. And tbh very small percentage of sites cares about those fingerprints, instagram isnt one of them.
To OP: For instagram creation ip type doesnt matter as much as device, networking stack and previous history of device ids. its quite a complicated stuff and if your first question is about which proxy to use, i would suggest even not go any futher and just buy your accounts
