Best Providers Who Offer Elite Dedicated, static IP's ?

The changing IPs thing after each month is usually a request type of thing. So if you wanted to swap them out, you'd need to send in a request to do so. A lot of people may burn up, or get a temp ban placed on their proxies depending on what they're doing, so replacing them each month is very advantageous. You wouldn't need to do anything to keep the same ones, just don't ask for new ones. The multiple cities thing, especially obscure ones will be your biggest hurdle though. Most proxies are hosted via data centers, so if there's no data center in a particular city it will be rather difficult to get proxies from there. Good luck in your search though.

You will have to register, add the proxies you want to your shopping cart then make the payment. Each of your payments it's for a full month but you can keep the same proxies for as long as you want.
