Best Program to Create Brochures?

I need to create an 8 1/2 x 14 brochure and just wondering what I should use for it? Word / publisher don't seem to have anything good for this size. Pre-made (but customizable) templates are preferred.

I'd say Adobe In Design is by far and away the best program to use.

Yes, especially if you need it for mass printing [usually you need the pages to bleed - i.e. you have to make it slightly bigger so that at the printers they can cut better].
Also, you could use Photoshop, I have seen some great stuff with MS Word...whatever you are most comfortable with if its not your bread/butter...

Also, consider outsourcing it...there are great designers here, Im sure you could find a decent one @ fiverr...it might save u a lot of hassle

Does photoshop have the prebuilt tri-fold templates? If not I might look into the indesign program.

Can I find templates similar to that which I can edit colors / elements of?

Seems the indesign trial page is down, so maybe I'll just do it in publisher, if there are any good templates?

Indesign cs5 is the best, or you can give serif pageplus x5 a shot, if you need something a bit more user friendly.
