When you downloaded the video from the Ad Library, did you edit it to make it different from the old video? Try adjusting the aspect ratios and sizes for each placement. If it still doesn't work, then check if there is a copyrighted logo in the video. Because it is also possible that you are violating unoriginal content policies. That error means the video specs dont fit some placements. Re export the video with the correct aspect ratio and length for the placements youre using, or just remove incompatible placements. Re encoding it in a basic editor usually fixes it fast.
