I don't know many CPA networks with 10% but there are many with at least 5%.
If you want 10% most low end networks offer it.
To avoid having referrals that end up switching to other networks I would highly suggest promoting the industry leaders which just so happen to be CPALead or Adscendmedia at the moment.
If you want to make sure every click doesn't have the option to be turned down you can direct them to CPALeads blackhatworld link or promote a network that is much easier to get into such as Sharecash.
