Best ppc/cpm platform for Hyip investment?

Hello recently i am doing research on hyips and so.

So i found that getting affiliate or referrals in hyip seems good, of course, lead them to the safe hyip

Any good ppc/cpm platform?

browse and googled and most people suggest to start with bing. But is there any cheaper yet quality cpc network?
- 7search / bitvertiser seems to be bad as alot of bad reputation on them.
- Bings/Adword seems to be the best overall but pricey compare to others.

Since im directing traffic for hyip sites, what method will you guys suggest and what network should i use? Would facebook do good?
