Yes its not too much, you just an offshore dedicated server with minimum of 1gbps dedicated full duplex uplink (depending upon your traffic for smooth streaming of these videos), rest a good CPU server with SSD 1TB hard drive will do fine, and being offshore content wont be an issue.

wherever you want. just post what you want within legal boundaries and their compliance TOS and you be fine.
i think you just need to test the hosting services. make a backup of the site often and if suddenly your hosting goes down just buy another service and set it up. don't think about that as "too much work", which a lot of people do, because you'll never make it in IM with that attitude.

get a safe ftp server. get an offshore hosting paid monthly. Create everynight backups of your site which get uploaded to your ftp server. If your offshore sucks or anything happens, just move to another. Done
All these providers will cancel your hosting if they get dmcas.
Please just Google "dmca ingored hosting" or "bulletproof hosting" and test one.
