Best plugin for CTA/Content Blocks? (Example inside)

Need a plugin where I can create a content block/CTA block and it will give me a snippet code that I can insert anywhere in an article and it'll popup there. An example:


The CTA block at the end there is kinda what I wanna do. Let me know if you guys know of any plugin that can achieve this.

Make a div block in Gutenberg and save it to re-use it wherever you need it.
