Best place to outsource kindle books?

Hey guys,

I'm into selling physical products on Amazon and I want to get into Kindle publishing in 2014. What will be the best place to outsource writing? Hiring a native writer through oDesk? Or hiring a full time VA from OnlineJobs.ph? Or using some other service? What are your thoughts?

Another question - would rewriting PLR books work? I mean completely rewriting from scratch, not just spinning.
