Are you kidding me.I usually do not tend to answer such kind of questions.But I must answer this one.Only here on BLACKHATWORLD you can find SEO veterans with experience over 20+ years as I'm and many others.By the way you have a lot of BST from which you can just pick and try.

Fiverr and PPH are not good places. Most of them resell BHW services.

You can hire from BHW, also from freelancing sites like Upwork and others. Also, do check for reviews for the person before hiring.

Upwork and BHW. I must say, I would try Upwork first. They have better security to protect buyers, unfortunately, this is NOT something BHW is yet ready to offer.
I don´t know if you´re familiar with how Upwork works but after you hire someone you must start a contract detailing all the specifics including the date.
The funds agreed between parts are on hold on Upwork Escrow not only till the end of the contract but even after 5 days. This 5 day period gives customers the chance to file a complaint, review, revision or even a refund from the freelancer.
BHW has a lot of value, but you have to do your own homework and browse through literally dozens and dozens of sales threads, reading the last comments, looking for feedback, perhaps PMing past buyers to request their feedback on the services, etc.
Both platforms offer a great deal of value, Upwork on one hand freelancers fees on average will be higher than BHW but again the security is way better there.
It´s a matter to balance things and whether or not you´re willing to do your own research. On Upwork, you pretty much filter you can send you a business proposal for your job offer.

I would also go for Upwork and BHW - This forum you get to review other past customer's purchases and their experience, and whether the packages work or not, and that would be the fail-safe. For Upwork, make sure you review their past jobs that they have completed - if they are good, they should have better rankings which would be a good indication. If they fail or don't work, then I'm sure they won't be rated highly there.

Ask them, which guaranty they can offer.
In each other case - you only will waste the money.
Because today everyone can be a SEO expert, but only limited number are able to achieve something.
