Where would be the best place to look in order to hire a competent programmer (account creation, web automation type things). Someone who would have a good knowledge of threading, sockets, proxy implementation, decaptcha implementation, efficient code etc. ) Somebody who isn't a complete monkey...

There are some pretty decent people on oDesk, just don't be too cheap thats all. Go for the Ukranians, great programs with great work ethics.

You can try Odesk or even the hire a freelancer section here BHW.

Word of month, fuck that oDesk, Freelancer etc. I notice those feedback are not so honest, actually in most cases they lie, I lie there all the time 
for more then one reason. So best way would be word of month, or some member(programmer) on the forum with good reputation - not necessarily BHW. Research...
But again if you need to do anything inside browser I'm your guy, I can automate anything with ZennoPoster, and I'm not that expensive at all, zenno "programmers" are cheaper then other programmers because we are not programmers obviously, but it sound cool
