Best place for VPS with Cpanel?

What about email, ssl, sub domains, potential more donains. Etc. ATM only have 2 live websites but a few subdomains for developing potential sites. I also have about 10 email addresses.

I would suggest speaking to a few web hosting companies and seeing what they can offer you - I wouldn’t thought it would be any issue to them

It depends on your 2 websites what traffic they generate etc.... besides there are other factors.
But you can always go with something like digitalocean or vultr.
I have wordpress websites running on 2Gb RAM server for $10/month.
Optionally you can install webmin/virtualmin as free alternative to cpanel.
You can also configure backup from wordpress using plugins like updraftplus etc....

cpanel increased their prices recently... so don't expect any cheap deals. If you want it, then pay for it. And it won't be cheap
If you insist on a VPS with cpanel then there is nothing wrong with that, but you will be paying more for that privilege..

You forgot to mention Plesk onyx with Web admin version at Vultr. Starts from $5/monthly flexible for you to upgrade.
Upto 10 domains allowed and wordpress autoinstaller is also avialble.

I am failing to understand why you need a VPS for 2 small sites.
Sure, in the future you may need to scale and outgrow shared/reseller hosting, but while you currently only have 2 small sites, you are massively overpaying, your current montly outgoing could get you an annual plan or 2 on shared hosting leaving you with more time to manage your site.
Regarding email, ssl, sub domains, etc, most shared hosting plans come with email however, the IP may be blacklisted. If that is a concern, just request a dedicated IP. SSL should be free and automatic with most providers, sub domains and add on domains will be highly dependant on the plan and what is included.
Some hosts are quite flexible with altering their plans to suit a clients need, as mentioned above, try contacting a few.
