What's the best pinging service for web 2.0 sites? I want to make sure that my web 2.0 pages get crawled by the search engines.

My suggestion is Pingler. It is one of the oldest and popular pinging service site. Best thing about Pingler is that you can define your own pining servers if you want.

There's a lot of suggestions here. Is it best to go with a paid pinging service? I want to get the best results and the paid services aren't too expensive.

What type of links do you suggest that I get for web 2.0 sites? I've never done this and that's why I ask.

There are cheap tier 2 link blasts on the marketplace, usually with GSA SER, Scrapebox or Xrumer, which are known to work well. Also, you can manually build links to the Web 2.0 sites as if they are normal money sites - directory submissions, article/picture/pdf/etc. submissions, blog comments, etc.
 
try to build tier linking for web 2.0 instead of pinging them. It's better way to index web 2.0 blogs.
 
I think social signals will do much better than just pinging. I'm using socialsbox to handle this thing.
