When I was looking for slideshow software I tried a bunch of the free ones as well as some reasonably priced ones.
Of all the ones I tried it was down to Pinnacle Studio 10 and Adobe Premiere Elements 3.0. I picked Adobe since the interface was better (IMO). Both allow layering of video and audio tracks and adding transitions between frames or multiple images per frame is very easy.
Both Pinnacle Studio and Adobe Premiere Elements have trial versions for download so you can try them out.
