I am looking for some PBNs that are low OBL with permanent home page posts, from vendors that keep the PBNs alive for years.

If you want those PBNs live for years to come I think you have 2 options:
- either build your own network
- rent PBNs

Most one-time payment pbns I know won't keep your links for more than 1 year.

I've been toying with the idea of creating my own network but I dont know how to link from them safely.

Lets say I have 10 PBNs and 10 local sites to link to. (all local sites based in the same city)

what would be a strategy to be able to link from all 10 PBNs to all 10 of the local sites?

I would keep OBL to 10. Could I just create 10 blog articles linking to each local site on every PBN? or does this look too "spammy" seeing as all the outward links will be going to sites located in the same city?

You could link to all of them. but not in the same posts. Make a unique post for each set of links, add 2-3 authority links in each post when linking to a money site. Make sure the site looks real, proper themes, headers, social presence and you should be golden. Make sure they're hosted of good trusted hosts too. Look out for black friday sales. But remember the risk of linking a net work of sites to clients. If one gets a penalty, all your clients might suffer with the penalty. The nice part of your own PBNs is, you control the links.

thanks for the reply, I dont work on clients sites. Just learning SEO right now to rank my own sites. What about filler content on the PBN? Surely I shouldnt just make 10 blog posts on each PBN and call it a day right?

There are dozens of PBN link sellers across this site and many gig sites. Maintaining a PBN directly can be dubious to maintain for financial reasons. So you might be better off making a series of one-time payments for each vendor's set of say 10 PBN links, as then you don't have to mess with follow-up worries about masking your footprint, keeping up with registrar and hosting fees, etc.
