It's incredibly hard to state fees without looking at the niche and site. I suggest you repost this on the "hire a freelancer" page and add more details there.

It's hard for most SEO providers to set a price on page 1. Especially within a specific time limit. And especially without knowing anything about the website, niche or keyword.

Before you get too involved with the blackhat community I would highly recommend you evaluate if you are doing this for long term gains. Nothing has a guarantee and what works one day may screw you the next.
I say this because if you have a legit business and you go down this path, be prepared for the ups and downs that come with this territory.
