Best package for diversifying anchors here on BHW marketplace?

Lot of service available in the marketplace Example: - PBN's, Guest post, high authority editorials, (Web 2.0's, Press release, article submission, directory submission, infographics creation & share, bookmarking, blog comments)

I suggest you to get links from various sources rather depend on one package. Diversity is the key component in order to build strong & a natural link profile.
 
It depends on what you actually looking for. No one will point to order this package. You have to pick the service based on your requirement in the marketplace.

For diversity, I recommended Web 2.0, Directory Submissions, Press Release, Social bookmarking.

Well, your question itself has an answer, for diversifying anchors you can try with manual diversity link packages.

GSA SER (gsa-online.de) will randomize anchor text, from a list of options/alternatives, even mis-spell in some cases. Keyword combination algorithms (like when you add three columns of important keywords, often pertinent but trending upward, do Google/Bing search, experiment, then scrape and post with best words, like when you grab pertinent related keywords when scraping and posting to authority URL, then descend downward, and repeat. Look at 5 "related queries" and 5 "related topics", add to anchor text when you randomize, with "disclaimer" in html ad they are related (but maybe a different inherit meaning). Random number generators produce integers/real decimal numbers, scraped and posted to/from websites and are also invaluable. Google does index and "weigh" the value of numbers. Disguised as "version numbers", "dates", and other possibilities should be considered. Even when mis-spelled (but Google/Bing generates best match anyway, many people have a common pattern with mis-spellings that white hat people/big budget press release people rarely ever employ, and some human readers don't dis-respect you, often feel good about themselves when you're not trying to be "perfect").

Thank you. I am now sold on Scrapebox, as I need form mail submissions anyway, but you are right, tier 1 anything, unless you retain them as long as possible, makes multi-tier building pointless. I am trying to immediately grab verified backlinks' url's, store, and backlink elsewhere to that first tier, and so on. Hopefully with the same long-tail keyword search, creation/randomization, and placement on descending pages, high Pagerank to low, totem poles quickly become Eiffel Towers. I just use a stack of text for anchor text with synonyms, or slight fluctuations, trending upward, high demand, low competition. Cooperation based on form-mail advised Webmasters they will be backlinked, with affiliate commissions (see PandaBusters[DAUGHT]KAUGHM) for them, how can they resist? Surfers from their sites sent to me and they get commissions for all those sent from tiers below them, they have much higher free rankings, 7 advantages of automatic outbound links. Let the nanny-Nazi-knit-pickers get toasted, and high-budget advertisers finally lose market-share, major branding, even for us with big media-forced publicity, NO RISK! Let me know if I can hire any of you to overcome scrape-blocking security features at Google Trends, I will pay dearly, and promote your service, no-cost CPA Infinite-ROI's with INSANE profit margins for all, F#@!ck cpc/cpi!!!
 
I like forum posts, blog comments, and social shares mixed in as I build. They are great for naked URL.

ALSO... you need to keep in mind you need anchor variation on each link type ideally. You can water it down as a whole, that's good... but if all your PBNs are one of three keywords then you still have a problem even though your overall ratio is good. So diversify as a whole AND per link type. But this is something you need to have kept in mind AS YOU BUILD, and not something you want to fix quickly by dumping a ton of generic anchor PBNs too fast.
