http://www.linksspy.com does exactly this, it extracts the backlinks of your competitors and it allows you to create a template to send a backlink request to each one of them, cheers.

Manual method is the most useful. I tried to buy links. They only make the site worse.

Ahrefs for getting the competitor links and contact them manually. It takes time but worthy enough if you spend the time on. Because each link will be powerfull and the response will be high.
