I can put you in contact with 100% bullet proof flux hosting but it's expensive, 4 figures per month. If that's what you're aiming for let me know. If not I can probably get you in contact with someone that provides offshore BP hosting but I haven't dealt w/ them in years and I wouldn't be able to vouch so it'd be a buyer beware situation.

Well I don't think even an offshore hosting provider would ignore a DMCA complaint. What a good offshore provider would do it ask them for proof or copyrights and also notify hosting user about DMCA complaint and ask him to remove the content subjected to it.
Usually most of offshore hosting providers are crappy. There is only one I found stable for a while. Which I still use.

I don't know about ignoring the DMCA complaints, but scorpiohost was by far the most pleasing offshore hosting experience of my life. Their tech support and response time is downright amazing. I cannot recommend them highly enough.
