In 2017 i worked with Cheetah ADS and Go2mobi. It was good for me $$ $$$. U can try same networks too

It depend what's your goal from thoes installs.. if u want installs just to have installs then go for thoes that sell them for 0.1 other than that if u want users that use your app and stay on it then go for paid ads like admob , fb or pinterest or u can try influencer marketing with ig.
