Best Networks For Grey Hat Practices

Hey all,

I'm looking for the best ad networks for grey hat tactics.

Networks that allow encouraging clicks and finishing unlocks without having to follow through on expected rewards. For example unlocking a download that leads to file not found.

Are there any quality networks out there where they wont ban you for things like this?

Thanks, I just figured out my login info for cpalead from years ago. Looks like they've added surveys with incentive offers like you say. I was going to do the whole "waatch xyz show online" gig but I think I can make these free electronics surveys work well. I just need something to throw traffic at.
