Best network which can be used for content locking??

Hi BHW,
I know many here are are doing CPA but i don't find any good network which can be used for content locking.
I use mighty content locker.
But all networks i use has very low conversion rate usually networks scrape down offers.
Can anyone can tell a network whom offers ( incentive or non incentive) convert after 3-5 pages Like for email submits and Survey's.
Please anyone.

Incent.ly and AdWork Media have to be the best, but I would go for the 2nd one, since I am not that impressed with the EPC's of the Incent.ly offers.
