Best nationality for a stealth PP account?

As the title says, what is the best country to create a new Paypal account according to your opinion?

I've managed several accounts and I had to see the upsides and downsides of each place, since Paypal doesn't behave in the same way all around the world as you may know. Until now I tried american, canadian and european accounts. I heard that Japan is also a good place but I didn't have the chance to try it.

What are your experiences?

Best country is the one where your VPS's ip is and then managing it only from there.

Canadian, no need for SSN. If SSN given they can verify at any time, not sure that you'll get away with a fake one.

You can always get a real one, but I agree. Canadian accounts are solid and easy to keep.

What's the reason they're easy to keep?
My personal verified Paypal got banned because of bullshit... I'm looking to get another account but need some information first regarding which country.

IMO USA is the worst. Lots of PP stealth accounts are either US or UK based and they come with greater probability of being limited or asked for something you can't fake, like SSN.
I would pick low profile EU country to set up my stealth PP account.

I have 2, one is Canada, the other Australia.
Both get the job done. Australia is probably better because you can get it verified with just a CC, while Canada needs a bank account to get verified.

Would not recommend USA.
EU countries are also bad because they have too many limits due to EU laws.

It's very easy to obtain a VBA so I would not consider that a problem. Is there any other difference?

Can't access my funds now on US personal stealth accounts. They implemented a new BS called paypal cash accounts, wasn't aware of this and have left some funds on that account for a month now can't send money unless I sign up for this 'cash account', haven't done anything yet as I do not want to do further damage. There is a "claim funds" button right next to my balance though. I read online that it now requires identity verification and ssn bs, anybody have successfully signed up for this 'cash account' on their US stealth accounts? Or at least send the money or withdraw it out of that account.
