There ain't no monthly packages for $200 on this earth that can be useful for your project (or any project for that matter)
They will sell you RankerX or GSA links - That's all you gonna get and if you want such links then you can buy the software yourself and create them as you need but forget about getting any quality monthly packages for $200... a single quality backlink costs more than that if you are getting one from a seller here and not directly from the site owner.

I mentioned I could go higher than $200 if required.
My previous spending was $500 per month, but I didn't get enough results from it - it was a lot of spam links, sadly.

I don't think so unless it's churn and burn for low KD keywords... Anything above that and RankerX links won't even move the needle but will definitely mess up your backlink profile.
Then accumulate funds for some time and start once you have the budget.
There's no point in throwing money away if you don't have the funds to properly support your projects, I have been in that position myself and SEO requires a shitload of money.

Alternatively if you don’t want to pay sellers here to get the job done . You can hire a VA to find you website and follow some of the process/ thread that has been posted over time on the forum .
That could save you some money .

$200 can't get you two quality backlinks unless you're extremely lucky. How do you expect an SEO to provide you a monthly package that includes backlinks acquisition and other aspects of SEO for $200?
With this budget, you might have to learn to do things yourself then use the $200 for very specific tasks.

It is mostly depend on the KD & many other factors of the SEO! You can't compete with a tiny amount to any competitor in today's world.
With this budget, I would suggest not to go through. Try to evolve your business ROI.

You didn't say where you're from or where your site is from, it's impossible to say anything about prices.... Americans live in a bubble and think everything revolves around them, if your site isn't from a Tier 1 contry it's entirely possible to get some quality (local and relevant) backlinks with that budget. Obviously not a package of 1000 links as some stupid sellers try to fool you into thinking, but four or five links is possible.
And if you don't have a big budget, it's even advisable to start studying the idea of starting a website for a smaller, less competitive and cheaper country!!!
