Best microsite interlinking & breadcrumb structure?

I have a site with multiple locations. I have four types of pages for my locations.

- A STATE page (like California) that has unique content related to services California and then links to all my city location landing pages for California
- A STATE SUPPLEMENTAL INFO page that has additional information related to that state
- A CITY page (like Los Angeles) that has a service description unique to that city
- A CITY SUPPLEMENTAL INFO page that has additional information related to that city

My understanding all along was for SEO purposes to treat these as landing pages and put them in the first level of the URL structure instead of using subfolders.

/california-service.html
/california-supplemental.html
/city-service.html
/city-supplemental.html

Would the best way to interlink them be to but a secondary header navigation bar on each page:

California Service | California Supplemental | City Service | City Supplemental

Or would it be best to do it another way?
