Sprouts gig are too expensive
Will TimeBucks are cheap but they have low task completion rate

Picoworkers
Rapidworkers
Mturk
All with pretty good results....
Picoworkers and rapidworkers, if I remember correctly, was where I was able to get both the lowest prices and the fewest restrictions/ enforcement thereof, followed by microworkers then mturk

Not sure if they allow you to do things like reviews, upvotes, vote manipulation and other grey hat stuff.
I have seen a few gigs that ask people to do this. Not really sure if they help/work. I haven't done it personally.
