Essentially paying large numbers of searchers from the geography you're targeting to search for the keyword and click on your listing to indicate its relevance to Google. Google doesn't have nearly as much to go off of for local results, so they seem to place a heavier emphasis on user experience indicators (CTR, time on site, bounce rate).
