It works worldwide. Many users have tried it (including me) and we got paid. If your English is bad, then start learning lol to improve it. If you are not gonna make any local websites, then English is needed almost everywhere, since you have to write articles, build websites, communicate with people, watch and read tutorials to understand how things work etc...

You may outsource article writing, but since you don't have any money then you need to do it.
Finally, you can use spinners, but I would suggest to first learn how to use them, as automated spinned articles are crap and you won't get a single penny for them.

Writing articles or becoming a freelancer is probably your best bet. Or maybe try dabbling with PPD.

What works for you may not work for me & the other way 'round.

It depends from person to person. So, try some things for yourself.
