Best MANUAL tier 1 links?

So me and my friend have built a big site. I am working on the content, on page SEO, interlinking and all that stuff.

My friend isn't well versed in SEO, but he has a go-go attitude, so I want to get him started on something!

I have taught him to create Web 2.0's with a proper bio, pics, videos, and unique content ... But what else can he do for tier 1?

What are the best links to build for tier 1?

Find a couple of sites where you can do some blog commenting (preferably sites related to your niche), add some social bookmarking (but not too much at once), try some social signals from FB and Google. Add some tier 2s if possbile (as much as you can).

Just get him to write original "bullshit" on web 2.0's directly related to your niche.

Create a few mini web 2.0 networks, with all the properties linking to (ie posting to) each other where possible, and update daily.

Buy your tier 2's and you have a good foundation.

For extra security buy packages meant for money sites and just point them at your buffers instead.
