Best link shortener?

Recently I heard that bitly doesn't allow affiliate marketing for free users because of a cookie that they put on the urls. Clickbank links also happen to be banned, I'm not using clickbank however. Did bitly really block free users from profiting with their service?

ReBrandly is one of the best in my opinion.

Bitly's interface works well though. I read about this lock on affiliate marketing for free users on ShoutMeLoud, the article was written 4 months ago but when I clicked on the link provided about Bitly's FAQ's they seemed to have removed the entire page. Even when I google bitly FAQ's its not there.
