Any idea what technology's Express Indexer using?
I personally don't do mass linking anymore so I'm not in need of indexing services. Various types of sitemaps are working fine for me.

I doubt most of these services use links-to-links method, largely because it's ineffective anyway. Automated link blasts rarely produce indexing above 15%, and if you're building good links, then it's a waste to use for indexing purposes. Either way, I look for that in my tests.
I'd give speed-links.net a test run but I see no details and no independent case study, so, well, it's kind of hard to even evaluate it.

Fascinating. My first thought was that it had to be some sort of glitch or screwup by Google, because why would they even consider external links on a sitemap? But from looking through their guidelines on sitemaps, they don't address it either way, and they spend a lot of time discussing canonicalization, which indicates to me that some degree of external sites are permitted.
Smart move. Where do you place the sitemap? On an old domain with no content? Or alongside a PBN? Or...?

I'm either using the money site itself for very few links like 3-7. Other than that, I have 2-3 PBN sites for this, correct.
Some people consider it a footprint and it might be, however, I never ran into any sort of trouble with this. In 3 years of using this.
What is happening recently tho is a little anomaly where sometimes your links get indexed in like 3 hours, then de-indexed in the next 24 hours and then indexed for good in like 2-3 days.

Welp. I saw that and mentally attributed it to another service. Kind of more like a link laundering strategy than a link building one, but it's still at its core a link-based strategy. Under Penguin 4.0, any harm from the links should pass when the link is removed and recrawled, but it's obviously an issue.
I'm still running the test. And, per your recommendation, I added speed-links, too.
