I'm trying to get link-building for over 100 keywords. What is the most cost-effective service for so many keywords? My budget is a couple hundred bucks.

I'd like to know it too. Most of the services here offer 1-3 keywords, but I usually have 10-20 keywords per site I want to attack, which makes it very expensive trip with this route.

Not a good idea tough, automated SEO tools may help upto an extent. But, beware of Big G's redeye.
