Keywordtool is not bad, but all SV are very aumented, ahrefs lack a bit with keyword database and all SV are low, surfer seo is good.

I always use keywordtool + ahrefs.

1.Google trends
2.keyword sheeter
3.keyword generator
I can noticed above there thinks. this are working best and review is are good. And its free to use it.

Keywordtool is great, but not perfect.
I think the main thing here is to understand the limits of the tools and adjust for that.
 
If you are only looking for volume them Google keyword planner will do the work.
 
Google trends finds you good.
Also, Link graph's keyword tracker helps in whole new level
 
For search volume I like keywords everywhere. It utilizes clickstream data along with keyword planner numbers.
 
My opinion is keyword everywhere and the google adwords
 
If you are at very first time then make a try with Google Keyword Planner. After using thing you might not thinking of another one
 
My favorite is Ahrefs. They do offer some free/cheap trials I think.
They have a strong team and scraping technology.
